CITIZEN BRANCH · PROPOSED DESIGN

Citizen judgment. Recorded reasons.

A General Citizen Council and specialized Citizen Councils connect informed public judgment to institutional decisions.

GENERAL CITIZEN COUNCIL

The whole institution remains answerable.

The General Citizen Council handles branch-wide matters: senior leadership, institutional rules, ethics, budget priorities, disputes across pillars, emergencies, and matters without a clear specialty. Its relationship to the Assembly of the People must be specified in the final governing text; this page does not assign an unapproved hierarchy.

SPECIALIZED COUNCILS

Preparation for the questions in front of them.

Specialized Citizen Councils cover major subject domains. Members complete the neutral civic course and receive additional training in their council’s area. The final subject list, membership numbers, selection mechanics and service terms remain open design questions.

Personnel hearings go before the council closest to the role. Branch-wide senior positions go before the General Citizen Council.

PERSONNEL ACCOUNTABILITY

Nobody enters or leaves CIB casually.

No final hiring or firing occurs without at least 60 minutes of questions before the appropriate Citizen Council. This rule applies to every rank. Councils issue reasons for their decisions, creating a permanent accountability record.

A narrow emergency provision allows immediate suspension where there is an immediate security, corruption, evidence-tampering or safety risk. Final termination still requires the hearing.
