CITIZEN BRANCH · PROPOSED DESIGN
A place where your voice can be heard.
An ongoing community presence, accessible listening sessions and informed citizen service belong at the center of the proposal.
CITIZENS ARE NOT SUBJECTS
Respect is an operating rule.
Use plain language. Identify who is asking questions and why. Explain the process. Make hearings accessible. Issue reasons for decisions. Respectful treatment must continue when a person is frustrated, skeptical or angry.
Meetings with angry citizens cannot be canceled simply because the conversation is uncomfortable. Exceptions should be rare and governed by clear rules.
COMMUNITY PRESENCE
Listen between elections.
The civic branch is intended to maintain ongoing contact with communities through listening sessions, civic education and recruitment of future candidates. These activities must remain separate from partisan campaigning and must not imply an investigative finding about participants.
No listening sessions or service applications are currently scheduled or open through this website.
ROTATING SERVICE
Knowledge returns to the community.
Selected citizens must successfully complete a neutral civic course covering the institution’s purpose, powers, limits, effects on daily life and service obligations. Rotation allows that practical civic knowledge to spread through the public over time.
