Eligibility pool
Neutral eligibility rules establish a broad civic pool while excluding conflicts and disqualifying conditions defined in law.
ASSEMBLY DESIGN
The Assembly of the People is designed to bring ordinary citizens into constitutional governance without asking untrained citizens to become investigators, lawyers or intelligence officers.
Neutral eligibility rules establish a broad civic pool while excluding conflicts and disqualifying conditions defined in law.
Randomized selection reduces dependence on parties, donors, campaigns and permanent insider networks.
No selected citizen exercises governing authority until completing instruction on constitutional structure, branch powers, civil liberties, evidence, ethics, secrecy, recusal and the limits of CIB authority.
Terms end. Citizens return to ordinary life, carrying greater civic knowledge without retaining a permanent political office.
DIVISION OF LABOR
The Assembly sets rules, selects leadership under defined procedures, reviews performance, protects independence and holds the institution accountable.
Professionals investigate. Trained investigators, auditors, attorneys, analysts and other specialists conduct operational work under law and published procedures.
Conflicts are screened. Financial, family, employment, litigation, political and other material conflicts trigger disclosure, recusal or disqualification under neutral rules.
Service cannot become a partisan credential. Former members may not leverage their Citizen Branch title, internal relationships, confidential information, institutional prestige or service network to support a political party or partisan campaign.
Training is neutral by design. The civic course explains institutions, rights, procedures and competing constitutional considerations; it may not indoctrinate members into a party platform or ideology.
