CITIZEN BRANCH · PROPOSED DESIGN
Leadership must earn public trust.
An eight-year, nonrenewable director term and a sustained candidacy process put scrutiny ahead of prestige.
DIRECTOR TERM
Eight years. One term.
The proposed director serves one eight-year term, with no renewal. Timing should be staggered from presidential election cycles where possible. Appointment, removal, vacancy and succession procedures still require precise governing language.
THE FETTERMAN RULE
Every council. No shortcut.
A director candidate must undergo a sustained candidacy period with meaningful voluntary participation and meet personally with every General and specialized Citizen Council.
There are no prestige exemptions and no accelerated insider appointments. Reputation does not replace direct examination by the citizens the institution serves.
INDEPENDENCE AFTER SERVICE
Public service cannot become a partisan asset.
Former CIB members may not organize or leverage their prior service, institutional relationships, networks, title, confidential information or institutional prestige to support a political party or partisan campaign. The final text must define enforceable restrictions and review procedures.
