TRUST & OPERATIONS

Do not constitutionalize an institution the public has not had a fair chance to reject.

Before adoption, the proposal should be tested with neutral public polling, open criticism, expert review and publication of the methodology—not merely supporters gathered around a finished answer.

PUBLIC POLLING

Measure support before adoption.

Commission neutral, independently reviewed public polling that tests support for the institution, its strongest powers, its strongest limits, costs and plausible objections.

QUESTION DISCIPLINE

Publish the methodology.

Release question wording, ordering, sample frame, weighting, field dates, nonresponse information, sponsor and crosstabs so persuasion cannot masquerade as measurement.

OPPOSITION

Invite organized opposition into the review.

People who believe the Branch is unnecessary, unconstitutional, dangerous or duplicative should be asked to identify failure modes before text is finalized.

REVISION LOG

Show what criticism changed.

Major drafts should carry a public change log that records objections, responses, accepted changes and unresolved disagreements.

Public consent is not a branding exercise. It is a design constraint.
