Independent confidential channel.
Employees, contractors, Assembly members and other covered insiders should have a route outside the implicated management chain for protected disclosures.
TRUST & OPERATIONS
Internal reporting is only credible when people can disclose wrongdoing through protected channels, preserve confidentiality where lawful, challenge retaliation and reach an authority outside the chain they are accusing.
Protection must apply when the allegation is against the Citizen Branch itself.
Employees, contractors, Assembly members and other covered insiders should have a route outside the implicated management chain for protected disclosures.
Threats, adverse personnel actions, blacklisting, case manipulation and misuse of investigative power in response to a protected disclosure should trigger independent review and enforceable remedies.
Classified or legally protected information must travel through authorized secure channels. Whistleblower protection should not be designed as permission for unlawful public disclosure.
Where lawful, the Branch should publish anonymized statistics on disclosures, retaliation allegations, substantiation rates, corrective actions and unresolved delays.
