TRUST & OPERATIONS

A referral should not disappear when it leaves the building.

The Accountability Ledger is the public trace of what happened after a finding: who received it, when they acknowledged it, when a response is due, and what disposition was ultimately reported.

01

Referral issued

Receiving authority, legal basis, date and public summary are recorded where lawful.

02

Receipt acknowledged

The receiving institution confirms custody or states why it rejects jurisdiction.

03

Response due

A statutory or published response window is shown, including lawful extensions and reasons.

04

Disposition published

Action, declination, transfer, closure or unresolved status is logged with the maximum lawful explanation.

PUBLIC BY DEFAULT — NOT PUBLIC AT ANY COST

Traceability needs a lawful-redaction layer.

Protect grand-jury, classified and sealed material. The ledger records status without exposing information the law protects.

Protect victims and witnesses. Public accountability does not require unnecessary personal exposure.

Protect due process. Referral status must never be presented as guilt.

Record delay itself. Silence, overdue responses and unresolved jurisdiction become visible states rather than invisible disappearance.
