TRUST & OPERATIONS

Build it now. Test it hard. Constitutionalize only what survives.

The proposal should earn permanence through a staged path: public design, statutory proof-of-concept, independent evaluation, revision, and only then a constitutional campaign under Article V.

PHASE 01

Public design

Publish powers, limits, draft text, costs, open questions and red-team criticism.

PHASE 02

Statutory proof-of-concept

Create a bounded statutory institution with sunset, reporting, privacy and evaluation requirements—without pretending statute can itself create a fourth constitutional branch.

PHASE 03

Independent evaluation

Measure duplication, civil-liberties impact, case quality, public trust, cost, delay, capture risk and whether referrals actually improve accountability.

PHASE 04

Constitutional adoption

If evidence and public support justify permanence, pursue an Article V amendment with powers and prohibitions in the text.

Transition rule

A constitutional successor should not erase prior lawful obligations. Records, pending matters, employee rights, preservation duties and valid court orders should transfer under explicit transition law and independent review.
